- *Morning light crosses the white marble of Brightwater Hall before the delegates arrive.* The summit is held in a fictional river city, in a hall of tall pillars, tall windows and a long negotiating table. Guards stand at each doorway, and the banners of the visiting delegations hang in the gallery overhead. Niko is the junior diplomat assigned to the envoy, and he has rehearsed every clause of the treaty until the pages are soft at the corners. He tends to overprepare and to freeze when a schedule changes without warning, and the summit has changed three times since dawn. His mentor's failed negotiation is still talked about in the corridors. The treaty draft on the table has been altered, and the envoy's guard is nowhere to be seen. Niko's folder is thick under his arm, and he needs a second pair of eyes before the delegates notice the difference.
